Funding and procurement

Where funded infrastructure activity is visible in 2026

Georgia’s development-bank portfolio gives suppliers a practical map of sectors with implementation activity. The World Bank reports an active Georgia portfolio of eight projects with about USD 975.3 million in commitments, including transport/connectivity and energy. ADB has announced a USD 233 million water-supply program, while EBRD procurement activity includes green public buildings and energy infrastructure. Water companies and municipalities also publish procedures financed by EIB, KfW, AFD and other partners.

These figures are not a list of contracts available to bid today. They show where project preparation, design, works, equipment, supervision and follow-on packages may occur. Suppliers should track the implementing agency and procurement plan until a specific package becomes open.

Technology fit

Municipal demand is broader than civil construction

Czech capability can fit around the civil works rather than compete as a general contractor. Water and wastewater projects may require pumps, blowers, controls, laboratory equipment, meters, leak detection, sludge technology and SCADA. Public buildings can require HVAC, building management, energy monitoring and efficient technical systems. Waste projects can need sorting, transfer, treatment, landfill-gas or monitoring equipment. Public transport can create demand for depot technology, charging, maintenance and intelligent transport systems.

The key is to identify whether equipment is procured directly, embedded in an EPC contract or specified by a consultant. That determines who the Czech supplier must influence and when.

Pre-bid

Prepare for consortium and qualification before publication

Municipal and development-bank projects can require reference contracts far larger than a standalone equipment order. A Czech manufacturer may therefore participate as specialist supplier or subcontractor to an international or Georgian prime rather than bid directly. Mapping likely EPCs and consultants before publication can be as important as monitoring the tender portal.

Prepare reference sheets, manufacturer authorisations, financial documentation, technical compliance tables, warranty/service plans and a clear split of local and foreign scope. If installation or licences require Georgian capacity, identify it early and document responsibilities before pricing.

Build a monitoring rhythm, not a one-off tender search

Municipal infrastructure opportunities develop across budgets, donor programmes, feasibility studies, design assignments and procurement notices. A supplier that searches only for open tenders usually enters too late. A more effective routine is to review the relevant municipality or utility, funding institution, procurement portal and consultant activity on a recurring basis, then maintain a short pipeline showing project stage, expected package, decision-maker, likely qualification requirements and next trigger.

This is particularly important for smaller Czech technology companies. Early visibility creates time to translate references, secure a Georgian service or installation partner, clarify warranty responsibilities and decide whether the opportunity is large enough to justify bid costs before a deadline is published.
