Doing Business in Tbilisi

Tbilisi concentrates decision-makers, advisers, banks, buyers and service providers. Use it as an operating base only when it improves access, response time and commercial control.

Market geography

Tbilisi is a coordination hub, not the whole Georgian market

A Tbilisi base can support sales, public-sector monitoring, partner management and professional services. Industrial, port, agricultural or resort projects may require regular travel and local coverage in Poti, Kutaisi, Batumi, Rustavi, regional municipalities or mountain destinations.

Local presence

What a Tbilisi base can solve

  • Regular access to ministries, agencies, headquarters, banks and professional advisers.
  • A credible address for meetings, document control and customer support.
  • Faster partner follow-up, tender monitoring and stakeholder coordination.
  • Recruitment for commercial, administrative, digital and professional roles.
  • Air connectivity for visiting teams and regional travel planning.
Operating model

Choose the presence level

ModelBest whenControl needed
Visiting marketA small number of pre-qualified meetings can test the opportunity.Structured agenda, interpreter if needed, rapid follow-up and local contact.
Local representativeContinuity matters but a full entity/team is premature.Written authority, conflicts, CRM reporting, expenses and data access.
Serviced office / project deskA defined pilot, tender or partner programme needs a base.Mail handling, meeting rooms, access security and clear project duration.
Georgian company and teamContracts, employment, import, licences or ongoing delivery justify substance.Governance, bank, tax, payroll, accounting and compliance systems.
Commercial access

Meetings and decision access

Confirm the real decision-maker, technical evaluator, budget owner, procurement route and approval calendar before booking travel. Build time for traffic and cross-city movement, and avoid scheduling a day as if Tbilisi were a compact walking business district.

  • Send a one-page agenda and decision request in advance.
  • Bring a concise capability statement and locally relevant references.
  • Record actions, owner and deadline immediately after each meeting.
  • Follow up in the counterpart’s preferred language and channel while keeping a formal record.
Premises and control

Office, address and data control

A legal address should reliably receive notices; it is not automatically an operating office. For serviced or shared premises, check access, meeting privacy, signage, courier handling, internet resilience, power backup and contract termination.

Control originals, seals if used, banking tokens, Revenue Service credentials and personal data. Limit access when representatives, accountants and translators change.

Team

People, language and service coverage

English may work in many business settings, but Georgian-language capability improves customer, employee, municipal and document handling. Technical sales may need a bilingual engineer rather than only a general interpreter.

Define how installation, maintenance, warranty, spare parts and emergency response work outside Tbilisi. A national promise without a regional service plan can destroy margin and trust.

Cost model

Build the full operating cost

  • Rent or serviced-office fees, deposit, fit-out and utilities.
  • Local staff, payroll, benefits, recruitment and management time.
  • Travel inside Tbilisi and to regions; vehicle, driver or logistics needs.
  • Accounting, legal, translation, licences, insurance and IT security.
  • Customer credit, stock, warranty, spare parts and FX exposure.
  • Time cost of senior Czech personnel and repeated market visits.

Frequently asked questions

Frequently asked questions

Should every Georgian market entry start with an office in Tbilisi?

No. Start with the commercial route. A representative, meeting programme or project desk may be enough until contracts or staffing justify a permanent office.

Is a legal address the same as an operating office?

No. It may only support registration and official correspondence. Confirm whether the premises suit staff, meetings, records, licences and bank expectations.

Can a Tbilisi team cover all of Georgia?

Sometimes, but travel time, technical response, regional language and service economics must be tested for the actual customer locations.
