Georgia’s State Procurement Agency provides the central electronic procurement environment for many state and municipal purchases. Internationally financed projects can instead apply World Bank, EIB, EBRD or other financier procedures. The tender notice and financing source determine the rules that matter.
Monitoring should therefore include both Georgian procurement sources and relevant donor project pipelines.
Operational procurement rules continue to evolve in 2026
Current agency notices include procedural changes for contracting-authority market research and mechanisms for price-indexation-based amendments in qualifying infrastructure contracts. A bidder should work from the current tender documents and agency guidance rather than a previous-year template.
Foreign bidders need the evidence file before the submission deadline
Corporate extracts, powers of attorney, translations, experience references, financial statements, manufacturer authorisations, technical certificates, bid security and electronic-signature requirements can take time. Missing evidence can defeat an otherwise competitive technical offer.
